From: Robert J Hinkle on Saturday, November 14, 1998 State: Pennsylvania Story: I was cited for speed at 44 mph in a 25 mph zone. The officer at hand was using vascar to clock my speed. The ticket says for the location: 500 through 200 blks. E. Parkway. I feel that I have a good case due to the facts at hand. The officer was not stationary when he timed me, nor was he directly behind me. If he was following me and using vascar wouldnt he have to be directly behind me? When he came up to the car he said he observed me traveling at a high rate of speed which was on a different road. Its funny that I am one of the most observant drivers on the road but yet I did not see a car behind me. What I seen was a car come flying up behind me and then flashing lights.
