Story: I was traveling US Rte 30 West in Gap, Lancaster County, when I was stopped by a PA State Trooper for speeding. According to his RADAR I was traveling 64mph in a 45mph zone. After the officer cited me I asked to see the RADAR device and the actual reading. The officer refused. I asked why and he said it is "department policy" not to allow occupants of their vehicle. I asked again to see the RADAR at which time a second officer, in the same trooper vehicle, reitterated that I would not be allowed to see the RADAR unit nor exit my vehicle. It was about 2:20AM and virtually no other traffic on the road.

Do I have any right to see the RADAR unit in his vehicle? How can I be sure he even had a radar unit in his vehicle? Also, in section 42 of the traffic citation (Time) the trooper only entered time as "02". There is no reference to AM or PM nor any minutes associated with the hour. Are they required to identify the actual time on the citation? Any help would be greatly appreceiated.
